Odisha Chief Minister Mohan Charan Majhi launched the Antyodaya Gruha Yojana, a new housing scheme aimed at benefiting economically weaker sections (EWS), in Kalahandi district. The initiative strengthens existing government housing schemes such as the Pradhan Mantri Awas Yojana (PMAY) by providing financial support and essential amenities to the most vulnerable.
On the launch day, work orders for 60,000 houses were issued, with a long-term target of 5 lakh houses over the next three years. The state government has allocated ₹2,600 crore for this year and plans to invest ₹7,550 crore in total.
Key Features of Antyodaya Gruha Yojana
The scheme is designed to improve living conditions for disadvantaged families by offering:
Financial Assistance
- Each beneficiary will receive ₹1.20 lakh for housing construction.
- Additional financial support from converged schemes.
Integration with Other Government Schemes
- Swachh Bharat Mission – Toilets for all beneficiaries.
- Ujjwala Yojana – Free LPG connections for clean cooking.
- Jal Jeevan Mission – Clean drinking water supply.
- Saubhagya Yojana – Electricity connections for households.
Employment under MGNREGS
- Beneficiaries will be provided 90-95 days of unskilled labor work under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
Who Will Benefit?
The scheme prioritizes the most vulnerable sections of society, including:
- Families affected by critical illnesses (Cancer, Leprosy, Kidney Disease, Liver Cirrhosis, Thalassemia, HIV/AIDS).
- Widows and orphans.
- Families of martyrs.
- Those affected by natural disasters like floods and cyclones.
- Homeless individuals without permanent shelter.
Redefined Eligibility Criteria
The government has simplified the definitions of family and permanent housing to ensure maximum coverage under the scheme:
- Family Definition: A family now includes husband, wife, dependent parents, and children.
- Permanent House Definition:
- Houses with asbestos, tin, or tile roofs are considered temporary.
- Only homes with cement walls and RCC (reinforced concrete) roofs are recognized as permanent.
This clarification allows more people to qualify for government housing assistance.
Odisha’s Housing Achievements
- Under PMAY (Rural), 23 lakh houses have been built in Odisha.
- Construction of 4 lakh additional homes is currently in progress.
CM Majhi reiterated the government’s commitment to affordable housing and infrastructure development in Odisha.
Development Projects in Kalahandi
During the launch event, CM Majhi emphasized Kalahandi’s rich history and cultural heritage. He also announced key development projects, including:
- Completion of the Indravati Irrigation Project’s left canal lining to boost agriculture.
- Inauguration of projects worth ₹617.51 crore for Kalahandi district.
The event was attended by Panchayati Raj Minister Rabi Narayan Nayak, Kalahandi MP Malavika Devi, and Dharamgarh MLA Sudhir Ranjan Pattjoshi.
