Reservation & Preference for Persons with Disabilities in Housing Schemes

The Ministry of Housing and Urban Affairs (MoHUA) has clarified that while land and colonization are State subjects, the Central Government supplements State and Union Territory (UT) efforts in providing affordable housing. One of the key focus areas is ensuring preference—though not formal reservation—for Persons with Disabilities (PwDs/Divyangjans) under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) and its revamped version, PMAY-U 2.0.

Current PMAY-U Scheme

Launched on 25 June 2015, PMAY-U aims to provide pucca houses to eligible urban beneficiaries. The scheme has been extended until 31 December 2025 to complete all sanctioned houses without altering the funding pattern or implementation model.

Although the Government of India does not mandate fixed reservation for PwDs, States and UTs may adopt mechanisms to ensure preference in allotment. So far, 84,864 PwDs/Divyangjans have benefitted under PMAY-U across the country — including 75 beneficiaries from the Mahesana Lok Sabha Constituency in Gujarat.

PMAY-U is Demand-Driven

The scheme operates on a demand-driven model—meaning there are no fixed targets for the number of houses to be built for PwDs. Applications are processed based on eligibility, and preference is given to vulnerable groups, including Persons with Disabilities.

PMAY-U 2.0 – Revamped & Expanded

Based on nine years of operational experience under PMAY-U, the government launched PMAY-U 2.0: Housing for All Mission on 1 September 2024. The revamped mission aims to assist 1 crore additional urban beneficiaries through four verticals:

  1. Beneficiary-Led Construction (BLC)

  2. Affordable Housing in Partnership (AHP)

  3. Affordable Rental Housing (ARH)

  4. Interest Subsidy Scheme (ISS)

Under PMAY-U 2.0 guidelines, preference is granted to:

  • Widows and single women

  • Persons with Disabilities

  • Senior Citizens

  • Transgender persons

  • Scheduled Castes/Scheduled Tribes

  • Minorities

  • Other weaker and vulnerable sections
