The Rajasthan government has officially notified the Rajasthan Model Building Regulations, 2025, aimed at improving urban living conditions and enforcing stricter construction norms across the state. The new bylaws, which came into force immediately upon announcement, apply to both upcoming colonies and integrated townships, placing particular emphasis on plot sizes, maintenance responsibilities, and eco-friendly development.
Urban Development and Housing Minister Jhabar Singh Kharra stated, “The previous government’s 2020 amendments had several flaws. These new rules are a step toward creating a safe and sustainable environment in growing urban and semi-urban areas.”
Key Highlights of the 2025 Building Regulations
- High-rise Ban on Small Plots: Construction of high-rise buildings is now prohibited on plots measuring up to 500 square meters, an increase from the earlier limit of 250 sqm. This move is expected to curb unregulated vertical growth in densely packed residential colonies.
- Flats Only on Larger Plots: Under the new framework, flats can only be constructed on plots larger than 500 sqm, ensuring that high-density housing does not strain basic urban infrastructure in small neighborhoods.
- Mandatory Developer Responsibilities: Developers are now required to maintain township infrastructure for seven years post-sale. In case of negligence, the urban local body or development authority can auction reserved plots to fund required development works.
- Location-Specific Township Approvals: Integrated residential townships will only be approved in designated zones, subject to availability of water, electricity, roads, and sewage systems.
- Group Housing Allocation: At least 40% of the total township area must be earmarked for group housing, ensuring inclusive urban planning.
- Land Reservation for Community Facilities: Townships exceeding 2 hectares must allocate:

- 2.5% for development purposes, to remain under local authority control for seven years
